（未確認ですがインストールしなかった場合はライブラリに登録されていないように見えるようです。ですが、リストには入るようです。）

So apparently because Steam won’t allow an earlier period of changing the price, Heavy Dreams will be free until the first of October! Enjoy!
valveの方針で短期間の価格改定は禁止されているようで、10月くらいまで配布間延長したようです。
